A public consultation on revised guidance on eligibility for social care closed on 6th October 2009. This report is a summary of the consultation responses. The revised guidance will replace the 2003 Fair Access to Care Services guidance and aims to support fair and transparent implementation of eligibility criteria, within the new policy context of personalisation and prevention set out in Putting People First.

It sets out messages heard during the consultation process through nine regional workshops held around England, an on-line questionnaire; and detailed written responses received by the Department of Health. This document sets out key themes identified, an analysis of the feedback received, and outlines how we intend to take forward work to develop a substantive strategy on volunteering in health and social care.

This document provides the Government's response to the consultation held during spring 2008 (The future regulation of health and adult social care in England: a consultation on the framework for the regulation of health and adult social care) on the new registration framework to be introduced from 2010. It also launches a consultation on the wording of the draft Regulations on the scope of registration and the registration requirements that we are planning to set before Parliament this year under the Health and Social Care Act 2008.
